Apple has finally found a way in for its artificial intelligence in the Chinese market. The US tech giant announced a partnership with Alibaba Group to integrate the Qwen AI model into Apple Intelligence for users in mainland China. Alibaba announced the deal on Saturday, 31 October 2026.

This is the first time Apple has partnered with a local AI model developer since Apple Intelligence was cleared for the Chinese market. The move ends a wait of more than two years since Apple Intelligence was first unveiled at the Worldwide Developers Conference (WWDC) in 2024 — throughout which iPhone users in China could not access Apple's AI features.

The path to a local launch opened in July 2026, when the Cyberspace Administration of China (CAC) registered Apple Intelligence on its list of approved providers. Chinese regulations require generative AI services to use registered domestic models, leaving Apple no option but to team up with a local partner.

Through the partnership, users in China will be able to call on Qwen's capabilities directly from Siri, Writing Tools, and Visual Intelligence. The model brings text and image understanding plus content generation — summarizing documents, analyzing photos, and drafting text through a feature called "Compose with Qwen."

Alibaba emphasized several privacy assurances: users will be asked for permission before any question, document, or image is sent to Qwen, and no user requests or generated responses will be used to train models. Participation is opt-in — not enabled by default.

For the initial phase, Qwen-powered features will be available for testing in the iOS developer beta starting 4 November 2026. The public rollout is scheduled alongside the iOS 27.3 release in December. Eligibility: users who bought an Apple Intelligence-capable iPhone in China, or whose device location and Apple Account country are both set to China.

Supported devices include the iPhone 15 Pro and Pro Max, iPhone 16 and later models, iPhone Air, and iPhone Duo, with device and Siri languages set to English or Simplified Chinese. Note that the December update will not include the next-generation Siri AI capabilities or other cutting-edge Apple Intelligence features unveiled at this year's WWDC.

Alibaba Group CEO Eddie Wu said Qwen will draw on Alibaba's AI expertise to integrate into Apple's ecosystem and deliver new AI-powered service experiences to Chinese users. Separately, Apple is also reported to be working with Baidu to support localized capabilities required under China's regulatory framework.

Apple's road to this day was long. Apple Intelligence debuted at WWDC in June 2024 promising a more personal, integrated assistant. In China, that promise stalled on regulation: every generative AI service must be registered and use a domestic model. The turning point came in July 2026, when Chinese authorities completed registration of seven on-device generative AI services for smartphones — including Apple Intelligence. The countdown began then; Alibaba Chairman Joe Tsai had actually confirmed the working relationship back in February 2025.

On 15 October 2026 in Shanghai, Tim Cook told reporters that Apple Intelligence and the Qwen model had received approval, with initial features covering live translation, Writing Tools, and the Clean Up photo-editing tool. Beyond Alibaba, Apple is also working with Baidu on locally required capabilities — a multi-partner strategy for a complex market.

The supported device list underscores Apple's premium strategy: iPhone 15 Pro and Pro Max, iPhone 16 and newer, iPhone Air, and iPhone Duo. For developers, the integration means app behavior in China will differ — the device, its location, and the Apple Account region determine which model responds, not the app's choice. The real test begins 4 November: Qwen's quality inside Siri and Writing Tools will decide whether the two-year wait was worth it.

What to monitor next

The partnership marks one of the most significant deployments of a Chinese-built foundation model inside a global consumer hardware ecosystem — and confirms that in the Chinese market, even Apple must play by local rules.
